This settlement is still “fresh” and they don’t feel the Empore’s authority, yet. They dare to hide their values and close the doors to avoid meeting you. So naive. You’re not the collector by mistake. You have a nice set of skills to get what you need no matter what. I can see they’re still at a beginner level at avoding taxes, we’ve seen much better than this.
