Those amenities are not in the comfort room. So they checked your things and saw those items in your bag. You explained that you did not know about the rule but they showed you the rule book. Therefore, you can’t escape from this case. You suggest to pay for those amenities but they rejected your offer. The police are on the way to the hotel and you are locked in a room to assure that you can’t escape.
